I bought my oranda a new playmate yesterday, he was fine for about 6 hours but then last night i noticed he was on his back at the bottom of the tank, he moves if you go near the tank but then he nose dives to the bottom where he stays doing hand stands, i've obviously got a dodgy one

how big is the tank? if you don't plan on updating as they grow it should be 40gallons, and no matter what is should be no less than 20gallons.
did you float the new fish before putting him in the aquarium? the new fish should float in his bag for at least and hour so the temps equal out slowly and a spoonful of tank water should be added to the bag every 15mins so the new fish slowly gets used to the new tank conditions.

You should always quarentine a new fish for a few weeks. It sounds like a swim bladder problem. Sometime this has to do with the shape of the fish's back preventing the swim bladder form developing. In this case the fish will live like this for a full lifetime without problem. Other times the swim bladder is blocked due to internal infection. If left untreated the infection can kill the fish and any tankmates it spreads to . I suggest you return the fish or get a hospital tank where you can add antibiotics.
