Older name of phenol (hydroxyl group attached with a benzene ring) is carbolic acid. It is slightly acidic. Alcohol can behave as a weak acid undergoing deprotonation but compared to aliphatic alcohols phenols show much higher acidity. Water, on the other hand neutral, neither acid nor alkaline, i.e., acidity is zero. Thus your statement is wrong. The correct statement would be:

The order u mentioned is incorrect.Phenol is more acidic than water than alcohols[aliphatic].To answer this,we take into account the stability of RO- ion[R=ALKYL GRP]
There is inductive effect in aliphatic alcohols,due to which the electron cloud is atracted by the alkyl group.But in water,since there is no alkyl group, H+ can easily be dettached from the molecule.
In phenol,the phenoxide ion[c6h5o-] is more stable due to resonance effect.Thrfore,it is most acidic amongst all three.

on the basis of acid strength phenol is most acidic among the three b'coz of resonance stabilised structure of phenoxide ion which is formed by the removal of H+ ion from phenol.
alcohol is least acidic due to not formation of resonating structures.
hence on the basis of acid strength phenol>water>alcohol.
