Well, it all depends on your citizenship. If you're a citizen of the Commonwealth of Independent States, no. If you're a citizen of any other country, yes.
I'm a US citizen and getting a visa (regular or business) isn't very easy, nor is it cheap. An invitation is needed if you're not on a tour, and your inviting individual/organization will provide this to you through their local Office of Visa and Immigration Registration (OVIR) or the Ministry of Foreign Affairs. The other alternative is to go through a tour agency who makes all of the arrangements for you.
Depending on how quickly you need the visa, the price can be as high as $350 for a double-entry.
If you plan to be in Russia for more than a month, you'll have to get a different type of visa -- and an HIV test.
If you're an American, don't be surprised at the depth of the questions on the visa application. The Russians copied the visa applications that the US uses in Russia. This is called reciprocity.

It is compulsory to get a visa prior to your visit to Russia.
You need both an Exit visa as well as an Entry visa. If you are applying for the Entry visa only, you must also submit HIV Test (AIDS) Certificate.
To get a Tourist Visa to Russia you have to submit the following paperwork to the Consulate:
1. A completed visa application form available from http://www.rusemblon.org/logon_en.htm
2. A valid passport with at least one blank page, valid for 6 months after visa expiration.
3. One recent passport size photo.
4. An original Tourist Voucher from a British (Russian) travel agency stamped and signed by an authorized person.
5. A Tourist Confirmation (in Russian language) of acceptance from the authorized Russian travel agency or a hotel, registered with the Russian Ministry of Foreign Affairs. The confirmation must contain the agency’s reference number and registration number. You can obtain this from the hotel or a British travel agency.

Depends where you are from. I am from the US and I have been to Russia twice on a tourist visa. I had no difficulty getting my visa. I went to russia-visa.com.
Total cost around 180 dollars. That includes the invitation letter, visa fee, their fee and shipping. The process takes about 11days. You can get it faster but it does cost more.
You will have to answer a short questionnaire and their are some requirements but it is really simple.

Russia can completely change its position on visas and foreigners overnight!
Remember - BETTER SAFE THAN SORRY!!!! Get a visa, passport, cash (new bills without any markings or turned corners), and make sure you will be able to locate your embassy from anywhere.

COS!!!! if you was live in past soviet repablicks you would not use visa for a trip to Russia...only at such situation....and if you are brittish...cos you must get it.....but its not long time for waiting it....only if you want to Moscow or St-Petersburg,you would wait more ,then week or month...but at others place its often 3 days...
