The first person I would say would be Queen Cleopatra of the Ptolomaic Dynasty(XXXth) of Egypt. She was accomplished in so many skills and talents. From the art of love to speaking several languages, to being well read in the philosophies and histories to being a very astute politician. She built up Egypt, developed it's wealth and maintained what was possibly the greatest libiary in history-THE GREAT LIBIARY OF ALEXANDRIA. She was unfortunate that she was at a time when she faced the greatest power in history-ROME. She nevertherless faced it with intelligence, cunning and astuteness that got her close to a victory even with one of the Romans themselves. She had an impossible task to preserve the independence of her country. And she did a magnificant job. And when she went it was with defient dignity. So much that Augustus (Octavian) buried her and her lover Mark Antony together.
The second was a fellow Queen who also had the misfortune of time to face Rome. Queen Boudicca(Boedecia) of the Iceni in Briton. She rose up when her daughters were raped, her kingdom was siezed ,her relatives were treated like slaves and she was flogged. She raised an army and conducted a campaign of some sucsess. Admittedly she did butcher innocent people and the atrocities on the Roman and other women by her warriers were allowed to go on and encouraged. However she fought against the collussus of her day and when she came to her end she committed suicide rather that submit to the tyranny that she had endured. She stood against overwhelming strategical odds and did magnificantly.
The third women ruler was a decendent of Cleopatra. Queen Zenobia of Palmyra. She suceeded her husband Odendathus who with her help defeated the Sassiniad Persians and saved the east for Rome. She conquered an empire of the middle east which for a time included Egypt. She was just as educated and talented as Cleopatra but with much more morality and character. She encouraged the developement of civilizations and the arts. When she fell it was at the hands of Aurelian(restorerof the world): the very same supreme power which felled the other two. When she fell it was after two hard battles and a siege. Aurelian admired so much that he said that the Roman people say we have fight a women, but they do not know what kind of the character of the woman we fight. She was taken to Rome to live out an honorable retirement. She married a senator.
The fourth was Elizabeth I of England. She encourage the build up of the army(which she spent much more than on the navy) and of the navy by privateers such as Sir Francis Drake. She stood against the empire of Phillip II of Spain, about the most powerful ruler of the day, and preserved England's indepence and culture. Her courage, political talent, intelligence and character made ultimately possible the establishment of the great British Empire. And to think that Henry VIII so wanted as son.
The fifth was Goldir Mier of Israel. In 1967 she faced five enemies, any one who had more population than Israel . She had strategies planned that when the five attacked her country at once they were within three days decicevly defeate. The Israeli army ended up one hour from Damasus, two hours from Aman and four hours from Cairo. It was a stunning victory over overwhelming odds by a women who would not give up and stood firmly by her country. She ruled well in a very difficult time.
However, as great as these women are, their geatness fades into insignificants besides that of ordinary women. Ordinary women who bare children, take care of families, continue the human race and work and live on this planet. Greatness is after all not so much a matter of magnificance-but of slogging away at that which must be done. However for my money these are the five. Hope this helps.

without a doubt, spot number one has to go to Elizabeth I of Britain.
Spot number two belongs to Empress Wu Zetian of the Tang Dynasty.
Spot number three should probably go to Golda Meir.
Spot number four really belongs to Margaret Thatcher.
Spot number five is Catherine the Great of Russia.
Honorable Mentions: Tsaritsa Elizabeth; Boudicca; Catherine de Medici; Isabella of Spain; Indira Gandhi; Aung San Suu Kyi (she was elected but has been under house arrest and the government of Myanmar won't let her rule. But she has won a Nobel Peace Prize!!),
Notoriously bad: Corozon Aquino, Benezir Bhutto, Mary, Queen of Scots, Mary Tudor, Cleopatra, Kimpa Vita
Eh, just so so: Victoria, Angela Merkel (too early to tell, really)Gloria Macapagal-Arroyo
I'm sure I'm forgetting a lot.

Would agree with Brian on Elizabeth I, Victoria and Catherine the Great. Any list would include those three.
You might want to consider Golda Meir of Israel and Indira Gandhi of India. Both were criticized during their lifetimes for being forceful, but they did get things done.
Victoria II is a remarkable woman, but the power of the monarch greatly waned during the 20th century. She has exercised little real power during her reign.

In my opinion, Elizabeth I, Catherine the Great, Boudicca (The warrior queen of Britannia during the Ancient Roman Occupation. She gave those Romans a run for their money.), Victoria I, and Theodora (She was the wife of the emperor Justinian, but she really wore the pants.)

Elizabeth 1 of England, Catherine the Great of Russia, Empress Maria-Therese of Austria-Hungary, Queen Victoria of England, maybe Queen Elizabeth 11 also. But u could also put down Corozon Aquino of Philippines, Margaret Thatcher of Britain.
Each of them are special in their leadership of their countries in times of political and social economic crisis.

Elizabeth , Maria Therese, Catherine, and Victoria as already stated. I would have to include Cleopatra, queen of the Nile. Also queen Esther-she most likely saved the entire Jewish race from destruction.
