I'm looking for my brother and I contacted a university in Arizona asking them if they had a record of my brother attending the college there,or one of them, and the Records Office told me they had no record of him attending a school in a specific city that " it seems he resided in Phoenix" Does it mean they have record of him living in PHoenix and attending their college? I gave them his name, date of birth and social security number

I read it as: There is some evidence that he resided in Phoenix, but the evidence is insufficient to establish that as a fact.

It means they ran a check on him with the info you gave and he lived in pheonix at one time. It's a start. You can do the same thing, but expect to shell out about 60 bucks for it. Good luck!

you might want to go online and do a people search. You can get his last known adress and everything.. If you put the effort to get all that info from the university, it seems like it would be worth it to you to pay a few dollars to find him.
