Effective 2001, the Child Citizenship Act of 2000 allows foreign-born, biological and adopted children of United States citizens (by birth or naturalization) to acquire U.S. citizenship automatically. These children did not acquire U.S. citizenship at birth, but they are granted citizenship when they enter the United States as lawful permanent residents.
More simply, if you are a citizen (by birth or naturalization), your children (biological or adopted), even if born outside of the country, automatically become citizens when they enter the US legally.

Yes. The child of a citizen is a citizen. But if the child is born outside the USA the child may not become President. Sorry Arnold. No donut.
