It's a preprocessor conditional. For example, in the code:

#if 0
xyz
#endif

the code "xyz" will not be compiled.

Looks like an "if" statement that cases value of 0;

#if is a preprocessor directive.

Before the compilation starts, the statements which starts with '#' will be executed.

A well known preprocessor directive is include (#include)
