When a chemical has reached equilibrium, the chemical reaction has stopped. If it is dynamic equilibrium, the particles are still in motion although the reaction has stopped.

basically its when all of the chemicals mix and can't mix anymore...basically when the reaction is complete or a mixture "calms down..." and is mixed properly according to densities, etc.
