No, I would never want anyone that young to rule the US or Australia, or any other country for that matter. Teenagers are too inexperienced to rule an entire country, and I am a teenager.

A 13 year old, no matter how talented, cannot be a ruler of the US nor Australia because it is a violation of their Constitutions and laws.

No. Just because someone is a genius doesn't mean they have common sense. Also I think experience is a factor.

how about neither. I know a lot of young geniuses, let me tell you, most of them are extremely immature and act like idiots. just because someone is smart doesn't mean they have the experience to run a country, or the tact to deal with diplomats.
