It's socio - economic & political problem. Our indian psyche should be changed first.
1. National resources including natural resources and tax revenue should be used for productive purposes only.
2. More & more capital should flow into the sectors where large population works or depends. Agriculture & rural sectors should avail of more capital inflows which will stimulate productivity in these sectors & ultimately increasing the income of large segment of population & stimulating the demand in economy.
3. Indian psyche should become enterprise oriented & be prepared to take calculated risks. Means should avoid seeing movies(means taking shelter from life's problems).
4. We need leaders and press which will give more importance to economic & social problems than cricket, movie stars etc.

1) Reduction in population growth rate thru education
2) The poverty line is due to, just one sector booming and the other being still managing. Ex. S/w compared with medium scale industries and agriculture. Government should make necessary steps to make up this indifference.
3) Exploitation by politicians and other big shots to be eradicated.

Look there is a great saying "If a man is born poor means it's not his fault, but if he dies poor means certainly it's his fault". Like wise we can only show the way to success, people should search for the oppurtunities in it. So our goverment should get involved in such activities which help people.
