Well it depends on what you mean by first.
The Giza Plateau held a town of over 5,000 people during the pyramids and thier temple complex's constuction.
At that time there was no Cairo, or Fustat,the old name for the city.
The nearest large settlement or city was the city of On. Where Hieronopolis was later built.
If you mean in access. It is easier to go through Cairo from the airport or from Alexandria.Rather than try and go direct to the Giza plateau.
If you are coming down the Nile from the south, then Cairo will be first,and last.
As the Nile has changed its course since 2450BC.
It no longer goes close to the plateau as it used too.
