if you want a three mp phone then it will be a around 26-39 thousand so i prfer you to buy a nokia 2.0mp camera phone and with nice camera, right!
with wi fi (which is not so working in india) there will be nokia n-80
and without wi fi there will be realy some good mobiles like
n-70 n-71 n-73 and allso there music edition too . you canm also go for nokia 6288 or 6280. They all hav eother features you wantbut just look at their camera quality it is realy very good (not-n80).

N 70 (Nokia) When i brought it in January it was 15 , 000
Mobile rates some times go down .It deffers from place to place.
