A friend of mine was fondled at 4 until 8 and now the father is verbal abusing her with his fanticys, and his past sex ordeals and she can't handle this any more

Get her away from him and do NOT let him near her again. Especially not alone. You need to go to the cops and file a report.
Make sure she knows you're there for her and she has support through the whole thing.

Report him to the police get her out NOW!! You must do everything in your power to stop it now. This little girl is already damaged but there is still hope to help her, there is always hope but it gets harder to deal with later in life when real relationships come into play.
