is it illegal to purchase H.I.D kits for my 97 mitsubishi eclipse in PA. its hard to see at night sometimes in regulars and want to have an HID kit.

one way to check is to look at the box. if it says it is approved by the department of transportation (dot) then i think you are safe. you might also want t check pennsylvania's dot site for more info

It is totally illegal to place HID bulbs in a housing designed for halogen bulbs, even if the housing is DOT approved. That's because the housings are different. HID housings have a clearer lens and an adjustable shield on the reflector to more precisely control where the edge of the light cuts off. Halogen housings are less precise because the bulbs are less bright.

The second major difference is that OEM HID headlights have motors to control the height of the beam, particularly when the rear of the car is loaded. It may be hard for a police officer to catch you, but they are certainly illegal. Also, since the eclipse was never available with factory HID's (the last generation of 2nd gen eclipses was in 1999 before HID's were generally available), there's no street legal solution.

A smart cop would be able to tell when looking under your hood since HID bulbs have external ballasts which are easily visible.

As long as they have DOT approval, they're legal. You might want to look at Silverstar lamps first cause they'll be a lot cheaper than replacing the whole light assembly. PIAA also makes replacement lamps for all the usual type bulbs and they have quite a selection of "K" numbers. A little pricier than Silverstar but still way way less than the whole assembly.
If you really want the HID, they ARE legal (DOT approved)

just toss a good pair of aftermarket driving lamps on it, if you can find a good location for them. stick with a good 65 watt halogen or xenon to keep out of trouble.
