Joomla might be a good solution for your needs. JavaScript alone is not adequate to accomplish a dynamic web site; JavaScript is limited to the behavior of the site, not the source of the data that appears on the site. It is not true that people have problems viewing JavaScript in general (not Java - Java and JavaScript are not the same thing), but a fair number of users have it disabled, primarily for paranoia reasons. It is best practice to design a site to still be usable without the JavaScript.

Do a quick search for Content Management Systems or CMS for short.
There are several easy to use and highly capable open source systems besides joomla.

Take a look at phpnuke http://phpnuke.org or phpwebsite http://phpwebsite.appstate.edu or mambo http://www.mamboserver.com/ all of them are well developed and have demos so you can see what they do. All are easy to instal and many hosting providers offer automatic installations!
You are up and running in minutes with these.. of course you will spend a lot of time getting content and customizing but it isnt difficult at all.
