First, I would make sure the child wasn't too tired (makes them irritible).
Second, I would take something to keep them occupied while waiting for their dinner (such as crayolas & coloring book, small puzzles, paper & pencil, etc.).
Last, teach them manners at home & they will make you proud in public.

Don't expect too much from a young child. They get bored easily. Allow only 30 minutes for eating. Children can ruin an evening out when they get bore by hollering, crying, running in the restaurant.

If you asking how to make them behave-\
This is going to take time. A lot of time.
You have to constantly keep on it for about a year.
After that they will finallly get it.
I thought that phase would never end. It sucked!!!!
Also, it is very important that you don't leave them at home. Always take them...it's practice. Otherwise they will be 10 and still acting the fool.
Its better to let this stage pass before it gets that far...As its less embarressing when they are younger.
Now if you are asking how to get them to mind @ the restuarant-
you have to stay calm, first of all, to keep from looking like a whack job in front of people.
You say things calmy over and over until you have had enough--- then you take them to the restroom and spank them. That's what i did. If you don't teach them...then when they get into school,,,you can only imagine what it will be like.
my kids are angels at school. At home diffrent story. You must teach you kids how to act proper in public otherwise you will be getting the frowny faces when they get into school.

No disrespect to anyone or anyone's child, but they need to just sit and be a sweet kid. Nobody wants to be eating in a restaurant next to a screaming child. The parent is the one who needs to take charge. I've seen kids in stores, restaurants, and all kinds of places who act up. Well, kids do that. Moms and Dads are the ones who need to teach them how to act in public.

Sometimes children get bored just waiting for the food to come. I always took alittle something for them to quietly play with and a little snack like fruit might help them wait patiently. I also took my children to kid friendly restaurants and did expect them to sit quietly in their seats. A fine dining restaurant is not a good place for children or for the other customers. Children must be taught proper manners at home and hopefully they will use them when you go out. Good luck!!

Be quite, use the right utensils, don't chew with thier mouth open, ask to be excused before leaving the table, etc.
Above all else, do not lick the plate. Sadly my own brother did that one as a adolescent.

I have a child and my advise is not go to restaurants until the child is old enough to not get bored. .. Eating out is another thing you wont enjoy as much as when you were with no child.
Order to go !!

if you are planning to eat out
1 select a place which is not crowded.
2 be there well in advance and order the food your child likes and feed him as per his daily eating time
3 your own good manners and behaviour are silently adopted by your child.

tell your child before hand what you expect of him/her before you go and let him/her know that if he/she acts up that his/her behavior will be handled later on at home.
