Absolutely. I never sang at all until age 24. Now I am a karaoke host, and have won contests as well with easy-going songs like "Ain't No Sunshine", "Ventura Highway" and "Secret Agent Man".
If you can't feel a song, or can't understand where it's going, you shouldn't pick that song for your biggest moments.

Anyone can improve with voice lessons. There is a right and wrong way technically. Just like any instrument.
Then yet who needs voice lessons to be a great musician. Look at Bob Dylan...

well, like anything else, you can be taught to do something ok, but to excell at it you need talent. Like a person who loves to run, but no matter how much training hehas will never be in the olympics.
That said, i think everyone should sing whenever they feel like it- brings joy to your heart, so who cares if your not good?
