How big is the hole?

Does it need to pass inspection?

Is the rest of it rusted badly?

Is this just temporary?

Lots of possibilities, but you can use some X2 expanding foam insulation in a can. Clean the area inside real good,
spray a bit on, then use a thin piece of metal and push it into the goop and hold it. Then put more of the goop on top of the patch. If too much is there, you can always scrape off whatever you want.

You could also fiberglass or bondo. Depends on exactly what you need.

Quick and dirty fix: use a piece of sheet metal and pop rivet it over the hole. Even better, and, of course, more expensive and time consuming, buy a ready made "patch panel" or have one formed at your local body shop and weld it in, finish it with bondo or 'glass, prime and paint it.
