Student apartments are probably $400 to $1,000 per month. There are other variables. You might need to pay a deposit of one to six months rent. This is normally returned after you move out. You might have to pay one or two months rent as "key money." This is money that goes to the ladlord and is not returned. You might need a guarantor, someone who promises to pay your rent if you don't pay. Guarantors must be locals. There are companies that will act as your guarantor, for a fee.
Or,. you might not need any of this. Often student housing is cheap and there's no expectation of any up-front fees. Check the internet. You might want to reserve something in advance of your arrival.
Most japanese are tolerant of foreigners. If you're nice, most of them will be too. They are generally curious and polite. They like "new and different." Even though there are lots of foreigners in Japan, especially Tokyo, you will still be new and different. So there will be some initial interest in you. After a while you'll just be that guy from America.
I've only encountered on unpleasant person and even that was subtle. It was an older woman who was obviously allive during World d War II. She never said anything but did give me a nasty look and move away from me on a train. My assumption is that she had bad memories and disliked Americans. Of course, this was all a guess.
Tokyo is crowded, even by NYC standards. It is safer and runs qjuite efficiently. The weather is similar to NYC, hot and humid in summer (their rainy season) and cold, even snowy in winter.
Take advantage of the festivals and outdoor activities. I list a good online source for that info, as well as general news and info below. it's the online version of a newspaper published for foreigners.
Have fun and bring a camera.

You should be able to afford it. When you are done paying all your bills now, can you afford to put aside $350 for bills and food? Just try it out for a month or two and see how it turns out. Then, if it works ok, you could use that money as the move in fee. Also, you want to make sure you find and apartment you can afford on your own. Sometimes friends bail out. It does not matter how close you are, things can happen, and you need to be prepared for something like this. I totally agree with the last person who gave you this advice as well. Please take it seriously. It's costly living on your own. All kinds of unexpected money costing things pop up. Many times, you will find, it is more than expected. You always want to keep extra $$ aside for a rainy day. Now is the time to budget your money. I've guesstimated this at at $2000 monthly, after taxes. All your major expenses comes to about $700. You'll have roughly $1,300 left over after you pay your rent and bills-not including food & misc. Can you work with that every month? Are you used to a lifestyle of luxury? If you are, you will have to tone it down if you decide to move. However, you can afford it if you know how to budget your money right. Good Luck on your independence!

from 40000 yens to ... whatever
if you lucky you may find 35000 or 38000. i am not sure if that call lucky of a big mistake because price around 4-5 is already very very (very) old apt, no bath, and far from train station. (so 35000 would be just a hole in an old wall somewhere very far from civilization !)
you may want to look at 5.5 or above for the sake of your comfort.

and do not forget to plus the entrance fee. (some take it, some do not, but most will take the fee.)
it will cost around 1-2.5 month of your rent.

do not concern too much of the "japanese hating foriegners story"
i do not think they hate us... well, most of them.

but if you want/have to settle down here, that would be a difference story.
i am haveing those awful story of my own going on now!!
if you just want to come here and study for 6months or a year and leave, you will not see the dark side of the japanese culture that much. do not worry.

anyway discrimination is common, and gossip seem to be an important part of their culture. be prepare.

A guesthouse (or "gaijin house", meaning "foreigner house") is an inexpensive type of accommodation for foreigners, who stay in Japan for one month or longer, and who want to avoid the hassle and the expenses of renting and furnishing a conventional apartment. Depending on the room and company, the monthly rent for a shared apartment in Tokyo is typically between 40,000 and 100,000 Yen (100-350 usd) per month and person, while a private apartment usually costs at least 100,000 (900 usd)Yen per month. Whether cost for utilities is included, depends on the company.
