The pipe that attaches to the faucet was cut right at the wall where it comes out of the fiberglass. How can I fix this? Can I weld it even though it is so close to the wall? Is there a way to fix it without welding?

The pipe screws into a fitting behind the tub.

If you can get a hold of a pipe expander, insert it and turn counter clock wise it should come out.

You can't solder up against the fiberglass it will ruin it. You can enlarge the hole with a hole saw so you can put a compression fitting and extension on the pipe. When you are done, if needed put an escutcheon plate over the pipe to cover the hole.
You might try and see if it is a threaded pipe or not. If it is threaded you can screw right to it.
I'm having a bit of trouble figuring out how this came to be did you move in and it was this way, did something break? I don't quite see how this happened. Is this fiberglass enclosure new over an old shower?

Lets see, if you are talking about the arm that goes through the shower wall to hold the shower head. That part is screwed into the dog ear ( elbow with a flat plate for attaching to the wall) directly in line with the hole. If it is broken off inside the elbow you may have to work it out with a large extractor or replace the elbow in the wall.
If you have a different pipe in mind, as long as you have a clean open end on the pipe, you can purchase a compression coupler at most any hardware store. This will allow you to mend the pipe with out soldering. After you make your repair, wipe it down by blotting it with toilet paper, once it is dry check for leaks again with the toilet paper, any drips, or drops will show up instantly so you can fix them before they get worse.

You'll probably have to cut the fiberglass and then you can join tthe new pipe extension on the old one by soldering it on.

Hard part will be finding something to cover the hole around the pipe, but there should be some fancy tub and shower accessories that would adapt to the situation.

It unscrews out of there and you have to replace stem (do not weld repeat do not weld ) you gotta try to get a pipe wrench on it and turn it whoever cut it that short needs their @ss kicked ...........If you try and just cannot get a bite the you gotta pull out the whole shower and if you have to do that might as well go back with a new one (all day job )

if it has to come out to fix ,you dont do it from the shower side. usually there is an access panel on the other side of the wall to access the fixtures. if not cut a hole and later patch the hohe or make a removeable panel for later use if necessary.
