How do you put windows vista on a psp without opening the internet browser to open it?

No. it's not possible to put actually Window Vista on PSP.

What people saw on the internet is an flash application calls pspwxp which looks like Window Vista.

Basically, the only thing you can do is add a vista skin to your psp, or (if you have 3.01) flash the drive with pspwxp adding on vista characteristics such as the logo and background (too risky, may brick your psp).
