Break it down. Voided ballots are those which are declared void -- invalid and not counted.

The racial gap refers to differences in outcome based on race. So, the racial gap in voided ballots would refer to a hypothetical difference where ballots cast by voters of one race were voided much more (or less) frequently than ballots cast by voters of a different race.

So, the question is -- are there voting machines that, because of their design or distribution or operation, result in different percentages of ballots being voided for different racial demographics.

It is a politically correct statement used by those who want to pull the race card as an excuse for things not turning out the way they want.
