First of all, next time you park your car make sure that you don't block anyone in. Then, when you see the person next ask them to knock or call before blaring the horn. If they choose not too, call the police. They are disturbing the peace and it is unnecessary.

Well, I had someone who kept honking because I had people parked in the street even though they weren't blocking anything. So I tracked them down and layed on the horn around seven in the morning. Immature, but satisfying.

Just walk out there with a very grim expression on your face, a blunt object in your hand slung over your shoulder, and look them in the eye as you calmly walk over to your own car and pretend to check on the windows. But only look away from them once or twice.
