Can you please help me gather some evidence about why internal improvements should not be paid with federal money but with states' money. the question is from the 1800s.Thank you in advanced.

Pretty simple back then... States had more individual power than the federal government, ad federal money was difficult to distribute because of transportation and other factors.

Each State more or less stood on its own to get their economy rolling.
