At this point, nobody (on the outside) is completely sure who originally leaked the information.

Bob Novak was the reported who appears to have first published the information. Last I checked, Novak was a Republican, but was not acting as an official agent of the Republican Party.

Well, both Cheney & Rove admitted it, about halfway through Libby's trial. I guess that means it was the Republicans who did it. They got away with it due to a technicality in the law, which basically says it doesn't count unless it damaged the US in some way..

Neither. She outed herself by posing for the cover of "Vogue". She wasn't covert to begin with.
