Well, firstly you CAN get pregnant when you're having your period and dont let anybosy tell you otherwise. Although it's not as likely as other times of the month, the female reproductive system is a funny old thing and eggs can be released when you're on your period even though they're not supposed to be, so if you dont want to get pregnant you still need protection during your period. Secondly, although the blood of your period wont infect your partner if you're healthy, if either of you had a sexually transmitted disease it could be passed on more easily due to the presence of blood. So in other words, unless you are married and know you're partner is being faithful and you dont mind getting pregnant or are using another form of contraception, then its a good idea to use a condom.

The vagina is an amazing self-cleaning place to hang out. He wouldn't get an infection, neither would you. Just make to sure to pee afterwards to clean your urethras!

Also- How could someone get pregnant on their period? I've heard of getting pregnant, and THEN getting a period so you think you're in the clear but you are actually with-child.

If you actually let a guy *** in you, they can hang out up there for like 3 days, but thats still not enough time for you to drop down another egg and fertilize it...

Yes it is still possible to get an infection...especially STD's. Condom's are effective in preventing the transmission of STD's, but mind you, not 100% effective. The only 100% effective thing to do is abstinence...but not everyone takes this route...just be careful, and be conscious about your health and know about your partners health and history.
