what can we do if the new employer refuses to provide appointment after making an offer?

This is especially after you have resigned from old job.

Try to get your old job back. Hopefully they will let you come back. Then report this new employer to the Labor Dept. Or Equal Opportunity. That's hard to say.Good luck.

Resign your old job only on receiving the new appointement order. It should be a full fledged, written appointment order.
