Okay, you may want to reestablish your understanding on how internet works. There isn't any way to do what you're wanting to do. An access point is just a wireless connection to the internet, in simple terms. The PSP is built-in with wireless internet access, but you have to have something TO access for it to work.
That would be like trying to drive a car without gas, use a cellphone without a cell tower, or turn on a lamp without a light bulb.

No, plain and simple, you can find a hotspot at say Starbucks, but without a router and internet connection there is no other way.

unfortunately, the PSP only has wireless internet capabilities, because if it had a normal Cat5 Ethernet plug, it would not be "portable" any longer, which is why, I do not own it, I prefer Console gaming and pc gaming
