Best look.. replace the strip of siding the holes are in. Wood filler expandable foam... let it dry...cut flush... lil wood putty... paint. If its just birds you'll be fine.. after patching paint it so it doesnt look like a bird house hole. If its woodpeckers.. get the gun

Fill with polyurethane caulk gun adhesive. That will harden and bond permanently. First fill, then take a sheet of paper and a cover board and temporarly nail it over. The poly will expand in there and bond and fill those holes permanentlly.

Next day, take an ordianry wood chisel and smooth the poly flush. Paint and your got a permanent fix that will outlast even the wood.

Get a hole saw and cut wooden plugs and glue them in with waterproof wood glue and repaint the area.

take some foam spray and put in the holes then plug the holes with plastic plugs but put wood glue on them them insert them or use corks in then and paint over them

get some glue and mix it with sawdust ,make it up like soup, pour it in sand it off,and re stain
