I don't think such facility is there to learn Indian Astrology free on line. Indian Astrology is an ocean it is not like Western Astrology which is mere a pond, so try for Western Astrology.
To learn Indian Astrology, first of all read as many as books; and take personal assistance of some learned astrologer, practise day and night .....one day you will reach your destination.

But you can learn it by correspondence. it will cost you something. there is a university in Tirupathi
