Make sure Bluethooth is activated and turned on in your phone. Many manufacturers ship the phones with Bluetooth off to get better battery life.

Looking at the error that you're getting, it seems like Windows isn't seeing the Bluetooth adapter that's in your laptop. Just like with WiFi, some laptops have a button to turn the Bluetooth on and off. Check your laptop's documentation and see whether or not it has one. I've seen some Acer laptops that have two separate buttons on the front edge of the laptop for these purposes; the one on the left is for the WiFi while the one on the right is for the Bluetooth.

Once it's turned on, then you shouldn't have any trouble.

Windows definitely is not detecting your bluetooth adapter. You did not mention if it was an external Bluetooth adapter or did the laptop ship with one. If the OS detected a BT adapter, you should see a bluetooth icon in your system tray which is the bunch of icons on the bottom-right corner of the screen. Although it varies from manufacturer to manufacturer, typically you will right click the icon to choose from a list of options and setting discovery to on will be available there.
One thing to note. Microsoft has their own BT drivers. Some adapters work only with (or better with) their own drivers. The best bet would be to install the bluetooth drivers before inserting the BT adapter.
