A few times, for the questions that were both starred by at least one other person and my favorites. I just starred one of my questions mere hours before they stopped allowing you to.

no it was until yesterday or the day before when I saw that someone could do that. I saw a question that was starred so I went to see who it was and it was the person who asked the question. Made me scratch my head. No it wasn't lice.

I never did, something about that seemed pathetic. Like you are trying to call attention to yourself.
If I see someone else ask a question that is interesting, I will star it.
If I want a star on one of my questions, I will ask one that attracts someone else's interest. I want to earn it
