Because that first step is the hardest one to make when you are trying to make peace with someone. You never know how the other person is going to respond.

Because of anger....maybe.....if there has been a row and they feel hurt they want to hurt back. Or because of fear....they are worried as to the content of any possible conversation and that it might bring home a few truths to them....or maybe really cannot be bothered or have no longer interest in the other party. Any reason is possible. Leave alone for a while and then maybe try again.

Usually it's because the other person doesn't want to admit that they were wrong about something, I've been in a similar situation, and I know how awkward it can be, ignoring a person maybe their only means of avoiding a conversation with them, but in MY situation, I KNOW the person was wrong (put 2 and 2 together, came up with 5) I also know she was only trying to help, but the way she confronted me was wrong, and she knows it too!
I know the truth, and if people tell her other wise, I'll let her believe that, as I'm a bit more grown up! As for her ignoring me, it really doesn't bother me, it just goes over my head!!
