Because Years ago, when Bush father was still the president, an International Resource and Environmental monitoring, was held in Rio de Janeiro, Brazil, where the biggest leaders in the world agreed and compromised with the "Agenda 21" but George Bush (father). The most capitalist countries in Europe, like UK, France, Italy, Asia, Japan and even countries in Africa signed the agreement but USA.
The Agenda 21, is basically solutions and precautions to be taken by developed and countries on process of development, to cause less harm to the Ecosystem and prevent more damages due to Global Warming, that at that time was just a speculation.
Exxon by the influence of Dick Cheney, the Bush's vice president, managed Exxon to invest on energies companies that he "used to have business, and worked for years", like Halliburton ( http://www.corpwatch.org/article.php?id=2469).
Isn't a coincidence that California Energy got burned that way it got because of Exxon.

Bush was an oilman back in the day as we all know, and his oil exec buddies are keeping him from doing something about global warming. Had Al Gore won the Presidency in 2000, this country would lead the world in stopping this global warming crisis; the Europeans are currently leading the charge. That's all how I want to put it. Nothing else.

Dubya has been so busy fighting the biggest enemies of America (monogamous homosexuals and stem cells) that he let his guard down against global warming.
As soon as that happened, reason crept in and now global warming is known to be real and man made to all but the most obtuse.

What global warming? Real Scientists state that there is no such thing. The earth has been heating up, and cooling down, for millions of years. This is just another "the sky is falling"!

That is a consequence of being a President or leader. Do not expect that all the people will favor him. Somebody ody else will not favor him although how much he intend to make good in his terms, there is always one on the opposite side.
