Supposedly it was first proposed by Benjamin Franklin when he was visiting in France and noticed a street full of shuttered houses in the morning with the sun shining. He though it was a waste of daylight.
But although it was proposed, it was never implemented until World War I, by Germany. Great Britain followed suit a few years later. The USA adopted it along with standard time zones in 1918, repealed it in 1919, brought it back for World War II, then left it up to the states intil 1966, when Congress passed a new law. Nixon had it year-round for a few years during the oil embargo.
It's called "Summer Time" in England. The idea is to better synchronize human activity with daylight hours, suposedly to save fuel and electricity for heating and lighting. The results don't bear this out. There is a slight drop in trafic fatalities, but any energy saving is offset by extra driving and people are more tempted to spend money at the stores they have more time to shop at in the evenings.
The mnemonic is "Spring forward, Fall back." By pretending it's an hour later, the sun sets (and rises) an hour later. In the Summertime, we rise after the sun so it's not a problem, but in the Winter we can have children waiting for the morning schoolbus in the dark.
This year's extension of DST in the US is perhaps a poorly thought-out political stunt to acknowlege global warming. (The candy makers lobby has also lobbied to get Halloween into DST to help extend trick-or-treat time.) Congress has included bail-out language in the new law in case things don't work out politically.

First of all, daylight-savings-time is one of the most stupid inventions mankind ever made. It was invented in the false believe it would save energy and thus save money, but, as we have seen, on contrary, it is very expensive to change all the damn public clocks and schedules for publich transportation and so on twice a year. Really stupid.
When did it start ? I cannot answer that, because it started at different times in different countries. However, if I know it right, it started in most countries (where they still stupidly do it) between 1968 and 1977.
Besides, there is nothing about the Earth's rotation ... just forget it in correlation with the daylight-savings-time.

means instead of sleeping in one more hour of sunlight
we are up and at it so that we can play one more hour
in outside sunlight - rather than have to use electricity
Each country is sovereign, and decides if they want to do it
