In every Boca Jrs match I have seen on TV, there is usually a banner waved by the supporters w/BUDGE on it. What's it meaning?

Well BUDGE is city disctrict located 25 kilometers from the federal capital, that's why there are banners with BUDGE on them in Boca Jrs match, and there are some too for River Plate games also.
hope this helped

Because that's all they've got to go on. Seriously. People who keep trying to down play the importance of experiance in this election need to try watching a few more of these Obama vs. Clinton supporters debate. The Obama people always wind up sounding like they were picked randomly off the street to come in and do this debate. They don't know any of his platforms, anything about his voting record, or really anything substantial that he's done. Meanwhile, the Hillary camp has a laundry list of good deeds a mile long to call upon. I've seen it again and again, and yet it's still like pulling teeth trying to argue with people that Clinton is the best candidate. I don't get this election at all. Whatever happened to common sense?
