I work for the Government in Australia. It has a work practice in place that states....No one shall be discriminated againt regard to race, sexual orientation, color, pregnancy, disability ect...... Is it discrimination in your opinion if an individual gets into a higher level job and then starts to recruit only friends who most of the time do not have the qualification as another applicant. I call it Empire Building...... Can we conceed even with rules in place ... Its Not What You Know... Its Who?????

I think the proper term is "nepotism".

Discrimination is when distinctions are made based on some group categorization.

And yes, it's fact for as long as there have been people in power that it's often about who you know.

That's not discrimination because the people are not being considered based on their race, color, etc. If someone were hired because he's a man instead of a woman, that would be discrimination. This is just not hiring (or even looking for) the most qualified candidate. It's bad business, but not illegal.

Yes that is discrimination and has been practiced since the beginning of time.

You see it everywhere.. family hires family, friends hire friends, white males hire white males, etc....

Rumsfeld did this btw. He made sure everyone in his entire department was someone he knew beforehand...

There is discrimination in your workplace because the promotion was not based on merit but through affiliation.

It's not discrimination. Here it's frequently called "the good ole boy network", where it doesn't matter what you know, but who you know..as you stated.

(*shrug*) It sucks, but it seems to be more typical than it should be.
