No marking on cell phone or the box to indicate what cell phone carrier it is branded to?

I have a brand new GSM motorola cell phone I won at an auction. It does not have any markings on it showing a cell phone provider, so can I assume it is unlocked?

It could be unlocked but it still needs a provider to provide the phone service.
You can buy phones anywhere without the provider. Some providers will then charge you a start up fee to put your phone on there system.
