I keep getting all these e-mails or spam offering to make me money for filling out surveys that ask me to buy something (marketing). Isn't it illegal to mislead people by promising them a job only to ask them for a credit card number for a purchase?

Making money scams have been around, well, since the dawn of the internet. Sure they have multiplied as the numbers grew exponentially as they have attempted to prey on the naive. In fact they aren't much different to telephone and mail scams that have appeared through the ages. The key is to ignore them and hope that friends and family have the sense to do the same.
