Can a bank employee access a particular person's account at any time for any reason - either at the bank where the employee works or any other bank? If yes, is it legal to do?

You'd have to define what you mean by "access".

I work for a bank, and I can get all sorts of account numbers. Account numbers in our bank and account numbers from other banks whose people do business with us.

However, I cannot access the account information for an account at another bank.

In say, a Wells Fargo Branch to another WF branch , probably . . . but say , between a Citibank to a WF , probably not.
They obviously have access to their company's accounts (but cannot initiate transactions without authorization) but would not have access to another company's.
