Sometimes sharing bathrooms you come across this issue, i feel it is safer than not rinsing the soap.
Nothing worse when you pick up a soap bar and find a hair on it.

I dont think it hinders the cleaning abilities, if anything, its our own minds, we would have to concur, when we see things like this.

( dusty soap might need a rinse depending on how old the soap is, and soggy soap.sometimes is too far gone. wash it away).

Soap can get dirty but it doesn't really change the effectiveness of the soap's cleaning ability because when you start to wash with the dirty soap, you would be cleaning the soap as well. Good question!

There is no such thing as dirty soap.

Soap kills germs.

When you wash your hands with soap, the residue of suds from the soap carries the dirt from your hands AND from the soap.

All soap looks dirty to me. Blue Dawn dishwashing liquid looks clean but I'd rather save it for the dishes

dirty soap is used for a metaphor or an oxymoron. a figure of speech that is self-contradictory effect, as in “jumbo shrimp” or “girly man.”.
soap is a symbol of clean, when you say, "dirty soap", it is self contradictory.
