Jasc has some animation software in their Paintshop Pro 7 series. It has a trial you can run for a bit before you buy. It also gives you a good idea as to how animators work.

Well you use Macromedia Flash 8 Professional which will run $200 - $800 dollars. It make awesome 3D Animations with Vector Graphics

Autodesk Maya / Softimage XSI are among the best - 3D studio max, lightwave are good as well. On the lower end, Poser and Daz Studio are economical choices.
