I noticed a sign by the entrance to my apartment building NO Smoking in accordance to Ohio revised code. Does this apply to occupants?

Its not a public place inside your apartment, but the hallways are considered public since they are shared by all teh residents.

Yes. If your landlord posted the sign then you have to adhere to it whether you live there or you're just visiting.

If you don't adhere to it your landlord has the right to either call the cops on you or have you evicted.

it only applies in the hallways and door area. not inside your apartment. give the smoke Nazi's time, it will apply inside your apartment.
