You need an anti-fungal. Sometimes spraying Lysol over the dirt will get it out. Be sure it is mold though... it could be an alcalie... you could get a soil sample and have it tested (some garden type stores will test for free). You can then determine best way to balance the nutriants in the soil.

dig it out about six inches deep, get rid of the soil somewhere and then have a load of clean garden soil put in the area and start over.
