It means your drama teacher has picked up his vocabulary from an eighteenth century English Economist and Philosopher, John Stuart Mills. If this is actually what he said, or she said for that matter I would think they were trying to tell you to speak up and get into character. Any chance they were standing in the back of an empty auditorium when they said this? They may have been trying to get you to project yourself and or use an accent.

Yeah, it's kind of a bad thing. It implies that either your voice or your tone of voice was lacking emotion. Actually it's hard to explain precisely. Here's a good example: The woman working at the DMV who announces which number is being helped next has a utilitarian voice. It means someone who's voice is better geared for business than art. So, all you have to do is practice reading your lines with more emotion. Listen to people talk. You'll see that people don't speak in monotone, but instead use inflections in their voice to convey feeling. You can totally improve. Just practice and one day you'll be able to blow them all away. You can do it. Good luck. (and don't let those snobs get you down!)
