No, anyone Mjolnir (Thor's hammer) deemed worthy could lift it. The only people I know of who have done this in the main marvel continuity are Odin, Beta Ray Bill, Donald Masterson and Captain America. Odin was Thor's father, and he created Mjolnir, complete with the enchantments that restricted it's use. Beta Ray Bill and Donald Masterson both later had weapons forged for them by Odin. Beta Ray Bill's new hammer, Thunderstrike had a similar enchantment to Mjolnir's which allowed only Bill to lift it. The Hulk proved to be strong enough to overcome the enchantments of Mjolnir in the Ultimate Marvel continuity, but that ones all screwed up anyways. In the original storylines, it's not about strength at all. Iron Man couldn't. He's got way too many issues he'd have to deal with first (alcoholism, manipulation, sometimes greed, deception, etc.).

No, Most of the people named in other posts lifted the hammer due to having permission from Thor to wield it. Only the Hulk lifted the hammer (see Ultimate Avengers 1)

Nope..These people have lifted the hammer too...Captain American, Beta Ray Bill, Wonder Woman, Superman...( the last two where when Marvel Vs DC in 1996).
I think the Hulk and Ironman did too..but i'm not sure about them.
Anyone can lift it ..if the magic that the hammer has deems that the lifter is worthy to hold the hammer.
Hope I could help.

At one point he was, due to the magic imbued in it, but that may have changed.
