The sea is blue because blue is the wavelength of light that is least absorbed by the water. Therefore, the color that is reflected back is blue. The second least absorbed is green, so that accounts for why some bodies of water look greenish-blue.

i think you have it backwards the sky is blue because of the sea

the reason for this is because the light refracting off of the top of the surface of the seas reatins the blue tint it got from bouncing off of the top of the surface of the water
this light is then captured in the gasses of the upper atmosphere where it is basically bounced around until it gets bounced back to earth (think of that breakout game you have probably played) when its gets to earth and hits your eyes the sky looks blue
the reason clouds are white is because the gasses in the clouds are so dense that the light is not allowed to pass the bottom layer and get back to your eyes

cos the light still has to come through the atmosphere......& there is lots of water vapour up there to absorbe the blue from the white light..
