There r a lot many solutions. However i choose to give this set that greatly relies on exponents and factorials.
15 = 4! - 3! - 2! - 1!
16 = 4! - 3! - (2! / 1!) = 4^2^1^3 (remember exponentiation operator is evaluated from the rightmost one)
17 = 4! - 3! - 2! + 1!
18 = 4! - 3!/(1!^2!)
19 = 4! - 3! + 2! - 1!
20 = 4! - 3! + (2!^1!)
21 = 4! - 3! + 2! + 1!
22 = 4! - 3!/2! + 1!
23 = 4! - 3 + (2!/1!)
24 = (4!)^1^2^3
25 = 4! + 3!/(1+2)!

(4*4)+3+2=21
3+4+4+4+2-1=16
or did you mean that we can use each number once in an equation?...cuz so far this seems a little too easy
