Which ever one is not Gas! Man that sucker goes up!

It actually depends. Is it heated by electricity, or gas? If the heat is gas, then it's much better to have the heat/gas included. If it's electric heat (baseboard heaters) it would be better to have your electric included. Basically, whatever you heat the place with is going to be your more expensive bill, and the one you want included so you don't have to pay it. There are actually some places that include gas and electric. Usually those are the bigger apartment complexes run by management companies.

If your heat and hot water heater are gas, then having the gas paid is a better deal if you are in a cold climate.

If your heat and hot water are electric, and you are in a cold climate, then you are better off having your electric bill paid.

If you are in a hot climate and need to use your air conditioning a lot, that is electric, and again, you would be better off having your electricity paid for.

really depends on how much you use , i nthe winter you will use more heat, and the summer to cool right, if its a small place i would suggest electric as you alllway use it ,but dotn allways use heat

you pay either way, at least when you get the bill, you know it was you, that ran that 10000 gallons, instead of when you get a water bill surcharge
