Yes, its definitely an IP address. As other have said it is among a range of addresses that are "private" meaning an ISP will not route them and so they don't exist on the public Internet.
There are actually 3 ranges of private IPs. This is part of the 192.168.0.0/16 prefix, which covers 192.168.0.0 to 192.168.255.255.
